There's a junction box with fuses and CBs in the passenger kick panel... can't recall if there's anything obscuring it or if you're just looking in the wrong place. The "kick panel" is not the glove box or the cover below it, it's the panel which covers the door side of the foot well area (where the door wire harness enters the body).

I agree with BTWilson though, if its operating intermittently or only at certain speeds it is more likely the blower resistor assembly (mounted to the bottom of the blower duct behind the glove box with three wires running to it).
