Default MkIII Smog Check

So I took my 1992 Toyota Supra Turbo to get smogged, It passed everything but the ignition timing, he said it failed because he couldn't see the timing marks on the lower timing cover because it was warped. I then took it home and compared it to the timing cover on my 1990 turbo supra, it was in even better condition then the 90's at this time I also noticed they put a dent on the mating section on the left fender. So figuring I should take it to a trustworthy and well known mechanic I took it to extreme auto who also told me it was in perfect condition. So when I took it back to the smog place otherwise known as "Little's Automotive" on Auburn blvd. in Sacramento. I told them my mechanic checked it and said you were wrong and you should retest me for free. They then told me they don't do free retests for any reason. I then spent about 15 minutes arguing that he hadn't infact performed a proper test so I shouldn't have even been charged for the first one. So he takes it and starts doing the free retest. 5 minutes later he comes to me and says the timing is bad, it appears to be 20 degree's off from spec, and I told him that can't be right the car wouldn't even be firing correctly. He then told me that he didn't want to waste my money so I should go have that fixed and come back, or he could charge me 100 dollars for labor to look at it. These guys are idiots, do not go to this place if you live in the Sacramento area. Also they simply denied the dent and told us theres no way for us to prove it was them.
