It's not uncommon, especially as the turbo ages and spins less freely... Also in lower gears you're often not in gear long enough for the exhaust gases of overcome the turbo's inertia.
Still, I'd go through the usual steps of testing for boost leaks (with an actual tester you'd be surprised how easy leaks are to miss), check timing and check for error codes.
