No boost at low rpm until it hits 4000rpm and boosts

Hey im wondering if any! has an idea of what it is after ive checked my actuators cant find any vacuum leaks what is the next step before i rebuild the turbo. The car is completely stock besides exhaust. which i had to install a cat to pass aircare and it was long after i started to have this problem. Any1 have an idea???????????

I don't think there is a problem unless your boost is set up that way by the ECU. My boost doesn't kick in until 4Krpm either o_O"
