Default RPM dependent heat???

I have been reading all of the old posts and doing as much as i could without adding more to the board but i am at my end.... When i run my car it warms up as usual but i get no heat. I have properly burped my system, replaced the thermostat, and i have checked the VSV. The heat will only start working around 2800-3000 RPM. Though i do know i have a small weep in my coolant system at one of the block connections. "about 1/2 overflow every 500-600 miles" Any ideas guys?
