Hesitating

What is the Idle RPM in neutral. My supra is hesitating and I don;t know if it is because of the idle. My idle in neutral when the car has reached normal operating temps is 600 RPMS is this a little low or about right. The engine is a low mileage replacement from Tiger Japanese so it can't be to bad with the motor. I have put in new spark plugs, and the wires are used but look fairly new from my other engine. I am putting on a new fuel filter this week. Can anything else cause it to hesitate? I don't know for sure but if I put 2 bottles of injector cleaners in it, will this make it hesitate?
