Unplugged or plugged in its not doing anything as it is, the two wires that are connected are heater wires for the ox sensor, the broken wire is the sensor/signal wire, you really need to connect that back up. Not sure if soldering is advisable as the wire may be used to measure resistance back from the sensor.

definatley your 02 sensor i just had that happen to myne and i mated the wires together definately is an 02 though
