Default Problem with fuel injectors!

So I am doing a 1986.5 7mge swap into a 87 Turbo Shell and I got everything all installed and ready to start and the car cranks but will not start.
Things I have checked and/or tried per TSRM:
1. Checked for spark (+)
2. Checked timing (+ everything was aligned properly)
3. Checked fuel pressure in rail (+)
4. Checked spark plug (- plug was dry as a bone!)
5. Checked the fuses (+)
6. Inspected relays but did not test (+ could be problem but were working fine when 7mgte was taken out)
7. Checked for voltage at ecu for the injector wires (+)

What else could be the cause of my injectors not firing? Is it possible that all 6 could be clogged as the car doesn't even sputter? Please help, I need to get this car on the road!

Any ideas?
Some more info:
Engine is completely stock 7mge, just replaced belts, hoses, seals, etc. Injectors are stock. All the engine harness connectors are connected. Turbo shell has like three connectors from body harness that are not connected that I think go to the factory boost gauge and pressure sensor. Like I said fuel is in the rail, but the plugs are dry and the injectors aren't firing?
Maybe someone could give me a check list of stuff to check that could cause this? I have followed the TSRM procedure to no avail thus far, obviously I am missing something?????

check codes? when you checked for fuel, did you check every plug? do you have fuel to the fuel rail?

Power/ground to ECU could be the problem... The injectors are controlled by it. One test you can do (if it's dark out) is to get a 3V LED from Radio Shack or somewhere similar. Pull each injector plug off (one at a time to avoid confusion), and stick the contacts for the LED into the harness plug. Have someone try to start the engine. If the LED flickers (it'll flicker very rapidly if it does), then you're getting power to the injectors and it's not likely an electrical issue. Be sure to do this at night, as the LED will be on/off so quick it doesn't get much of a chance to illuminate.

Trust me, this works. I did the same thing on my 7MGE when I swapped it into my 87 N/A. It wouldn't start due to the distributor being 180 out, but I was checking all the possible reasons for it not to start.

Let us know if this helps, and also be sure to check at the ECU for Power and Ground.
