I can give you a few options to check out,1st battery cables loose,corroded or worn,2d starter relay faulty(ex.canada a/t),also check the clutch start switch if u have it on(m/t only),neutral start switch faulty (A/t only),fusible link blown,starter or ignition switch faulty.as you said battery and starter are new I don?t see any other option.
