ok man i changed all plugs and took a tooth brush and carb cleaner to all my intake and boost pipes. car runs like a champ now yay!
now go forth and change em plugs lol

Default Same exact problem

I have a very similer problem going on with my 87 supra turbo, i found out after replacing spark plugs fuel regulator .... that i had a plugged strainer on the fuel pump in the fuel tank and plugged fuel filter which restrict fuel pressure due to the rust in the fuel tank. The fuel pump was working extra hard to pump through the rusty strainer. There is a drain plug in the center of your fuel tank try to empty some of the gas in your tank and see if it comes out clean or not.
Iam curious to know if your car has the same problem as my car did. Good luck.

Cool It will start fine, cut out and the check engine FLASHES

this might be news to you but you car is trying to tell you what is wrong .
the check engine light is a Tool , when you check this tool it blinks the light like a morse code signal

ok guys thanks but any theorys on how this only happens when it rains? maby my mass air flow sensor becomes expanded and locked in place?
i also know i have a boost leak.. but its on the exaust side. the downpipe is leaking. and i will replace that verry soon.

Default Check for Water in/on Fuse Box

The next time it happens run your finger across the Fuses in the fuse box and see if clears up...Sounds retarded doesn't it?? Mine did the same thing. I would be driving and it start Stuttering and spitting like a Mad lion cub spewing out black smoke like there was a Manual CHOKE on somewhere. Hardly any power, no boost. I could never find the problem...so I started checking the relays in the fuse box (While the car was running and acting like a child starving for some RIDDLIN) and raked my finger across the Fuses and it Cleared up! Weird as it seems, I think it was the EGR fuse causing the problem. When I took it out it looked like it had gotten Wet because the terminals had Oxidation on them like dried up water. Leaky Targa or something up under the windshield probably let water run down and get on my fuse box. I still occasionally get the same issue so I kick the fuse box while I am driving and Black Smoke and skipping Stops!! This may explain why it only happens to you when it RAINS...
