"Jingle Bell" sounding noise when I drive.

Hello again. I keep hearing this sound that sounds like a salvation army bell ringing when I drive and I'm not entirely sure of the source. It sounds like it's coming from the right and rear of the car.

If it helps, I also think that it is on a moving part that is spinning, though I am not positive.

Any help identifying this problem is greatly appreciated.
