might be a vacuum leak. do a search for the symptoms your having and see what that turns up.
check for codes first.

the ISC(idle control) is easy to check
it should make a few clicks right after shuting the engine down at least thats what the toyota manual says |

tStart with checking for error codes (see the FAQS), then check the TPS calibration and then the ISCV. That's the order I'd approach it in.

Can't put it much better than that, and if the ISCV does turn out to be the prob. it's not always doom & gloom. A fair proportion of the time they're just glued up with old oil & crud & a good clean with brake cleaner spray can sort 'em... For my money though if it's intermittent I'd suspect the TPS (bet the EML comes on when it won't idle, if it works! next time it won't idle do the diag. check before touching the throttle again & see if you get a code 51...)

DON'T GO & BUY a TPS!!!! All the code 51 means 9 times out of 10 is you need to calibrate it as per cre's link! (click next page for info on the actual calibration process after ensuring your vacuum pipes are as they should be...) I should have been more clear really & said I'd suspect the TPS calibration rather than saying just the TPS, sorry that's what rushing to finish a post before dinner does to you!
