The guy i got my supra from didn't have the targa tool and said he just uses an allen wrench. does anybody know what size allen wrench it takes?

6mm is what comes to mind, I'd go check but I don't have my Targa Supra anymore.

i can't get the 2 front bolts to budge on the targa. anybody have any tips?

Penatrating oil and a good 6mm allen wrench. Let the oil soak and do its job for a few minutes before trying.
