Default Missing VSV

I noticed there is a Vsv in the vacuum diagram that is not on my 1990 7mge. It is the one at the front of the diagram labeled 17650. There is no line for it nor a plug so I was just wondering what it might be for since it is in the diagram.

Fuel pressure up VSV. All 7M Supras had it, the Cressida may not have had it, but that's the only possibility I can think of.
