Before trying to get it to spool quicker (which is what I think you're asking), I'd make sure there's not an underlying issue. You say the gauge is hard to move, and somewhat irregular? Install an aftermarket boost gauge to verify yours works properly. Also make sure you don't have ANY vacuum leaks, because they will cause your turbo to work harder and still leave you with less power
