CA smog & turbos

I want to turbo a N/A 7MGTE MKIII Supra. Im looking for a complete single turbo setup, i need everything. And it has to pass California smog. Money is a issue so stock would be fine for now. Ideas? suggestions?

My suggestion would be to buy a GTE engine and swap it in rather than putting a turbo on the GE. Less trouble in the long run.
