What is this and why is it soaked at the connection.. It is located inside the engine bay, passenger side, back.. It's soaked.. Is it coolant? It doesn't smell like it? Oil.. It's close to the oil filer..? Err.. Help me..

It looks like your power sterring pressure line.

No, it looks like the pressure line for you power steering if its connected to your rack and pinion the line next to it on the right is the return (with the squeeze clamp.
