Question Starting Issue

Usually in the morning my car starts after several cranks then if shut it off and restart it within several minutes it starts fine, but if I wait for like 20-30 minutes it takes several cranks..It does burn some oil..so would it be that the valve stem seals are deteriorated and is leaking oil into the combustion chamber causing the problem?? Also any tips adjusting TPS relative to distributor timing? Any help is greatly appreciated.
