Default where the heck is the spare lug wrench - sorry I should know but new owner and can't

Cannot locate the lug wrench for spare. Have the spare, jack and thingee to crank the jack, but can't locate the lug wrench. I found the jack and thingee in the drive side back fender punch out compartment in the side of the car's rear fender footloose and fancy free. Is that supposed to be there and just slosh around? Bolted in somewhere else? Is that somewhere else where the wrench would be or was the previous owner a careless, person and lost the wrench and couldn't be bothered to replace it?
Any suggestions would be helpful, and sorry for the idiotic newbie question.

Mine has a toyota bag with the jack and lug wrench in it. The bag goes in the compartment you talk of. The crank handle is under the lift up floor with clips attaching it.

thanks 907. I guess then the dufus lost it and never told me. nice.
The crank handle was where you mentioned I sort of forgot I pulled it from there. By the way does your floor appear to hover off the floor because of the spare. This 'design' had me surprised. Not the most stylish solution to locate a spare.

Yes it sits above the spare and it should clip down. But it stays above the floor by about 2 inches.
