cam shaft sensor

So i bought a 7mgte 91 supra from a guy, he rebuilt the engine and said that the cam shaft sensor was bad, the car shoots a red spark instead of blue and some times takes a while to turn over, and sputters when i give it full gas quickly, does this mean my cam shaft sensor is bad?
