You might be a little more specific about what you're asking. A block is hard to qualify as "good" or "bad" without having it present for inspection.
At a glance I'd get it machined. The tops of the cylinder walls look chewed up, can't tell if the honing is still present and the deck surface won't do if you're looking to upgrade to a metal head gasket... plus you have no idea if it's still flat or if the cylinders are still truly round. Are the pistons all scratched or pitted or just coated in something?

That block has been machined
the white scuffs you see is lithium grease so it doesnt rust i can whip it off |

What cre said is correct "A block is hard to qualify as "good" or "bad" without having it present for inspection " One thing that doesn’t look right is; why are the pistons in and oil in the head bolt holes, if the block has just been machined or have you started to re-assemble it and then decided to ask the question ?

Basically what Bill's asking is, when it was machined was it a BARE block with nothing else attached? If you ask me those bores look pretty shiny & could have done with at very least a glazebust, maybe a full rebore while it was in shop. But as mentioned it is *impossible* to say if a block is good or bad from just pics (unless obvious damage makes it definitely bad), and if you're asking about the machined finish re: fitting of MHG well, we can't see for the grease anyway. Needs waaaaay cleaning up before even knowing what to do with it let alone screwing it all together.
