Temecula Mk3 is on a distinguished road
Arrow Fuel Cut off At 4k RPM

I have a freshly rebuilt 7MGTE in my mk3 and whenever i get on the gas my engine gets to 4000 rpm and has a fuel cut off. How can i set it so it cuts off at a higher rpm? or just turn off the fuel cut?

Fuel cut is there to protect you, by eliminating or raising fuel cut you're just covering up a problem and can cause some serious problems for your engine.

Are you running a stock setup or do you have some mods?

it has some mods on it, i have a BOV vented to the atmosphere an upgraded turbo Greddy 3in exhaust and some other engine work.
but it's not tuned and it cuts out at 4k but i don't redline until 7k

Sounds like you need some sort of fuel controller, or to install a boost controller and turn down the boost. You can do the Lexus AFM and 550's to trick the computer, but that's not an exact science. Your best bet is a fuel controller, as this will give you much more fine tuning and will yield greater (and SAFER) power potential. In another thread cre recommended to another member the Apex'i SAFC-II, Neo (it's successor), MAFT Pro, or you could go standalone EMS. I'd say do some research on the different systems and find one that meets your goals.

I have a boost controller installed but im not sure how to set it so it wont cut

You would turn down the boost to a safe level. IIRC that's somewhere around 12 or 13 psi
