They're designed for different markets, and the emission components on that vehicle reflect their intended market. IIRC, California requires all vehicles licensed in the state to conform to CA emissions. So your federal emissions Supra has to pass within the same levels of CA emissions Supras.

I read somewhere on the CA DMV website that they don't suggest importing a federal emission vehicle into the state because the cost of converting it would not be worth it. I believe that statement holds more truth to newer vehicles though.

What type of smog place are you going to? Is it a "Pass or don't Pay" place? If so, start trying different stuff out. Maybe advance your ignition timing a few degrees and see what that does to your HC count. And if the engine passed last year in the other car, then maybe you do need to replace your cat

I would take it out and do a visual inspection. There were pieces missing from mine and some melting could be seen. Other than that replace.

I put 2 cups 100% pure acetone in my tank with half premium fuel on my 1j that has no emissions system on it at all and i passed smog. but my smog is Jus a sniffer in the exhaust. But it cut my HC nearly in half!
