7mgte rebuild question/help

the union flange for the oil pump that screws into the block and the oil pump line flange is what im talking about. the union itself threads fine onto the oil pump side but when screwing it into the block it only goes about halfway in and gets tight...is it supposed to do that or thread all the way down. Thanks
