You can manually set them with needle nose pliers (once you take the actuators off the top of them). The TSRM shows how they should be manually set for soft, medium, and firm. Here's the link.

With very few exceptions you're going to be limited to salvaged parts from people parting out their rides or junkyards as far as interior (and many exterior & engine) parts are concerned. Toyota does still offer a few, and some aren't even expensive depending on what you need, but be prepared to hunt most down and get your hands dirty pulling them. Just keep your eyes open driving around on the roads and on the boards.
