I check to see that the pump and wiring is correct and functioning. I know think it is the bolt on the fuel filter that runs to the tank (the fuel hose) is not on correctly. is their a way to check if it is?

Not really, it's either kinked or pinched or it's not; It should be plenty obvious. The banjo bolt doesn't need to be clocked to any specific position with relation to the banjo fitting.
