89 supra fuel pump.
I have recently changed my fuel tank with that from a 1990 supra and used the fuel pump that came with it. Now my car wont start. Is it because I don't have enough gas to begin with (how much gas should I put in to start with)? or should I be looking into other things?

Dunno, how much fuel do you have in there? Are you sure you wired it up correctly? Is it OEM or aftermarket? Is the fuel pressure relay functional and connected? What about the fuel pump resistor pack? The latter two are mounted together on the passenger side wheel well.
If you jumper FP and +B in the diagnostic box the fuel pump should come on when the ignition is on despite any other part of the circuit being disabled, try that to eliminate power supply issues before the fuse box and system relays and to eliminate the possibility of the pump being bad. If this is a N/A the AFM MUST be plugged in for the fuel pump to receive power.

I check to see that the pump and wiring is correct and functioning. I know think it is the bolt on the fuel filter that runs to the tank (the fuel hose) is not on correctly. is their a way to check if it is?

Not really, it's either kinked or pinched or it's not; It should be plenty obvious. The banjo bolt doesn't need to be clocked to any specific position with relation to the banjo fitting.

Ok, but if the banjo bolt is not lined up with the hose it will restrict fuel flow correct?

The hollow bolt will have two maybe three holes drilled into it; All about 3mm in dia. The Banjo fitting is shaped like a tire with a hole drilled in on end for the outlet nipple. When you insert the bolt, it does not matter where those holes point, the fuel will flow around the inside of the banjo until it finds its exit.
