I would double check all your lines. Also make sure you have the low pressure and high pressure lines connected in the right spot. And could be your pump is bad if your hearing a whinning. Did you run the pump without fluid for a little?

Ya double check that, also make sure your shaft is connected correctly. Are you running the correct fluid?

If you have progressive power steering (an option on '89 and later models) the pressure control valve or related parts may be bad. It's a valve used to alternate just how much pressure the power steering system contributes. I am more inclined to believe that you didn't prime the new rack and pump properly and have a fair amount of air trapped in the system.

When I had a huge power steering leak I noticed that the thing was quiet (and non functioning) when there was absolutely no fluid in it. Quiet when it was full (the few minutes before it all ran out), and loud as hell when it was almost empty. I'd say first guess is, as mentioned above, you have lots of air in the system. Is your steering fluid level going down as you rock your wheel full left to full right? When I first put fluid in it would make that horrible metalic whining sound (louder if I pushed harder, almost quiet when I let go) until I rocked my wheel full left and right and got all the air out of the system. Just a guess.
