Default Only 3 psi of boost

Ok car was sitting for 5 years. There is no boost leak and I replaced all plugs and all vaccum hoses. Timing is on and I am hardly getting any boost at WOT. Can't really hear the turbo spool either. Car goes over 3k rpms and I can cruise at 80 but it takes forever to get there. Any suggestions would help. Been trying to figure this out for a while.
