Since you replaced the plug wires, make sure the firing order is correct. Its 163425 from left to right on the coils. Check the timing with a timing light and the car warmed up at normal idle (about 550 RPM) and with the Diagnostic block shorted T1 E1. The engine check light blinks repetitively when T1 E1 is shorted. It blinks codes when the engine is off. Basic timing with T1 E1 shorted is 10 degrees before top dead center. A little oil in the intake is normal. If it starts dripping past the air flow meter to the air filter then it indicates problems like too much blowby the piston rings or the turbo need a rebuild. If the block and head were resurfaced, then a shim gasket should have been added to get back to stock dimensions and compression ratio. You said it idles at 5 to 7 k? If that is 5,000 to 7,000, check the throttle position sensor. It may be sticking open even though the throttle plate is closed. The adjustment is detailed here. You will need a ohm meter, precision feeler gauges and a offset (S shaped) Phillips screw driver. Work with a paper towel under the TPS to catch a screw if dropped. Check the firing order first.
