Default no workie

I have been driving the supra on sundays, since its not registered or inspected, etc. and running it on wed. for about 30 min. Well I went to drive it yesterday, and it wouldnt even sputter. I checked all the wiring that I had fixed from a previous problem, checked for fuel and spark. Well Im getting everything, so I tried to spray some either in the intake and didnt get anything(go figure). Any way I figured it might be something with the timing. So I took all the plugs out and checked the compresion, which was good, brought #1 to TDC. All the timimng marks are aligned with the nothces. So I started checking the valves, and they are all extremely tight. The book says .008 on INT and .010 on EXH, but I could barely get a .003 stuck in any of the valves. When I rotated it through all the valves moved in perspective. I guess my question is to adjust the valves do I still need to follow the equation in the book? Does anyone have any suggestions? Should I take out all the shims and just start from scratch? 7mgt by the way.

if it just wont start all of a sudden, I wouldn't even bother checking that. valve clearance will not go away from one day to the next..

does the engine turn?
check for codes and go from there...
