Question buying a 88 supra, help

I'm looking at buying a 1988 supra turbo with 182,000 miles, he recently replaced the rack and pinion, starter, alternator, and water pump. the paint on the car is crappy, not chipped or peeling, its just a cheap cheap repaint.

the only thing that really bothered me about the car is a whining noise that the rear end makes when going down the road. The faster you go the less noticible the noise seems to be. i thought it could be a sticking brake, but when i asked him about the noise he said had just replaced all the rotors and pads, and that its been making that noise for 3 years. any thoughts on what this could be?

he is asking 2700 for it and said he is firm. i checked kelly blue book and edmunds for the value of the car. one was 2100 and the other was 3200. i know nothing about the value of supras. i was just wondering if this was a fair deal??? thanks

he also said he'd give me a $140 manual that he bought for the car.
