would a 3" exhaust increase or decrease the performance of my car? or will it just change around where i have the power? like more top end speed or more low end torqe?

I'm not to sure but I think it would definatley ruin alot of your low end power and burn up your seals.

I could be wrong about the seals thing, it just could be a myth a heard. I do know that its not good to run the car without enough back pressure.

it wont kill any power, it will be all performance. im almost 100% sure that the exhaust will only give u positive results. and theres no seals to brun either

The only possible damage it could do is (this is rare), when the outside tempeture is cold-- really cold-- the exaust pipe will build condensation. This can travel to your exaust valves. Then when you start the car ---WARP! But a friend of mine has an N/A with three inch straight pipe and he loves it. I would not worry about the bottem end power. Unless you plan to make a full360 bend at the end which I don't even think is gonna be enuff to recoup the loss power
But its been proven b4 the biggest you can go with a na without losing power Is 2.5 with or without the cat But is your car, if u want those badunkadunk exhaust systems for your na Its your choice

2.5" is probably the biggest you can go on an n/a to get good results. 3" is way too free-flowing, and yes youll lose low end torque. check out the "Exhaust systems researched" thread in the FAQ.
