The 'Torque Convertor Lock-up Solenoid' is inside the trans. If it were stuck "on", and the torque convertor were actually locked, the engine would not idle, as it would be trying to move the car, it would die.
You may have engine running/power loss issues, like a plugged exhaust, for example. Try to check for codes per the TSRM (see FAQs section, or suprra_girl's signature). Usually the over drive off light will flash if the computer sees a problem in the trans.
