Its the dash pot vacuum valve. It goes on the little vacuum hose on the throttle body brown side to the hose. Yours is also missing a little filter that goes on the end of the black tube.

What excatly does it do? Do i need it? and is there a replacement for it? |
Its part of the emission control system. As you decelerate and take your foot off the gas its supposed to hold the throttle partially open for about one second before going to idle to burn the fuel air mixture completely.
Your better off with it hooked up. The little filter just keeps contaminants from entering and gumming up the valve. |
ok thanks i just cant find the little peg in which to hook up the vacum hose.

there is a pic here and it tells you about the dash pot system and how to adjust it on page 8.
