Realistically, you'll need a turbo with (approximately) a 66mm inducer. You'll also very likely need to put in a thicker headgasket (eg HKS 2.0mm). This is (imho) pushing the upper limits for quick & easy bolt-on mods to an n/a mkiv. Here's a very good kit you could use:
Boost Logic Stage 2 NA-Turbo Kit :: Turbo Kits :: 93-97 MKIV Supra NA :: Toyota :: Boost Logic ...but you'd need to ask for the 525cc injectors (i.e. not the 440cc), and a 66 (or 67) mm turbo. To ensure you'd have enough fuel for 650rwhp, you'd need to bump your base fuel pressure up pretty high...I'd guess about 60psi base (either that, or add a large-shot meth injection kit). After that, it's all tuning on the dyno, as you gradually raise boost from one run to the next. Please let me know if you have any comments or additional questions.

Funny guy. 650 at the crank through an auto is just over 500 to the ground. Bump up the fuel pressure (as I stated in my previous post) or add meth injection, and this is very doable. Depending on how much fuel pressure you run, and/or how big a meth shot, even 650rwhp is doable. I agree with you that if sprayed is looking for 650rwhp+ (i.e. perhaps as high as 700rwhp or so), he'd better look at a complete fuel system upgrade.
