What does it mean when somebody says they have a BPU'd Supra?

i dont have an mk4 but bpu+basic performance upgrades. like exhaust and intake and some other things like that

You're on the right track. BPU includes the following:
- A boost gauge
- A fuel-cut elmination device (eg GReddy BCC)
- A downpipe
- A method to raise the boost (eg. 'clamp mod')

i just put the things that i knew for a fast were bpu's becuase i didnt want to give any false info. but i figured i would try my hand.

Intercooler is considered as a "BPU+" mod. Cams and aftermarket turbo(s) are considered "APU".

It's actually a pretty common misunderstanding that an aftermarket exhaust is required for bpu. The truth is that it doesn't make any horsepower difference at "BPU" level. Of course, an aftermarket exhaust is a significant modification appearance-wise.

OK thank you guys. Another question. Does BPU stand for basic performance upgrade? and what does APU stand for?

Yes bpu stands for "basic performance upgrades" and apu stands for "advance performance upgrades"
