random - seatbelt rebuild

hey, new to site but bare with me. searched for seatbelt repairs and had no luck so starting a new thread.

Have owned a mkiv supra for just over a year now and am starting to renovate it, as you do. first though, my seatbelts have lost the ability to retract on themselves and dont retract fully when ignition is turned off so was wondering if anyone knew a quick fix for this or had some experience they could pass on to help me rebuild them.
