Default Is this true? Fuse removal can change limiter

At a recent Toyota Club get together, I overheard some guys talking about removing a fuse, and the result was removal of the 155mph limiter and traction control would also be disabled. I have a 1993.5 MKIV with lots of modifications, including modified ECU. Is there any truth to these statements. Also heard the only drawback was engine light comes on and stays on. If this is true what fuse # should be removed? Comments please!
