please help

alright before i even start i no i am a nooob! as most of you call... i am very obbsessed with mk4's and really want one soon..BUT the bad thing is i dont have 40g's to throw away on a car right now... so i am going to get either high mile maybe 60-100k mile turbo,twin turbo mk4 for 20 or so grand. so the major question is could i get the engine rebuilt to lower the miles. does that mean that i would have to buy a new block, pistons or w/e i need??? please help or could i just by a fully built new 2jz motor from some where....IDK

and later on maybe like two years years after i get the car and learn alot about it i would want to upgrade the turbo/ or turbo's

would i need to buy the whole kits or buy the single turbo??? please help!!
