Default no power to fuel pump

hey my brother just bought a 89 turbo 5 speed supra on monday. well he decided to change the power steering pump belt and as he was tightening the tensioner he accidently taped the postive side of the battery and it arched. so now he has no power at all to the fuel pump. we have replaced all fuzes, the main circuit relay, the fuel pump relay and still no power to the pump. we know the pump works still because we unpluged it and hooked two wires up in the plug to a jump box and we could hear it spin the pump. so the pump it fine but what else could it be. please we need help.
