Question No boost while in park or neutral

This is probably a really stupid question but I know little about turbos. Anyway i have an 88 turbo with an auto and the turbo only spools up if im moving and damn near floored and it still kinda lags. I was wondering if its supposed to be like this or if my vaccuum lines are all wrong or what? also i cant seem to find a vaccuum diagram because the one on my hood is worn off and the haynes manual sucks any sugguestions would help Thanx

turbo's need load to be able to actually work, just free revving doesn't do this. on a stock engine, you shouldn't see any boost, and on worked engines only a couple of psi at the most
