Well it's obviously been sat a while looking at the pics, and it won't be running like new for long with that amount of rust on the cam pulleys, it'll eat that cambelt!!!
I think what he's getting at is that it's been stolen & abandoned wherever and nobody's claimed it, then his brother has asked the "town" (presumably the landowners of where its sat) and they aren't bothered for some reason. Don't know how American law or vehicle registration works but if it was over here all he'd have to do is apply for a reg. document & hope the car didn't vanish before it arrived, then tow it home. Obviously it wouldn't just be sat for so long here though 'cause the police impound any vehicles that have no tax, are "insecure" i.e. hotwired & unlocked, reported stolen or have no keeper etc. Wouldn't mind knowing exactly what's going on with that though, seeing as how it runs and yet local kids haven't had their fun with it...

I have absolutely no idea what the hell he's talking about with all the "town" stuff.... never heard that before. Contested titles or applications for titles are a state matter in every state I've ever looked into it for (admittedly only 4).
