small wreck question
 

My brother got into a small bump up at a red light. There was basically no damage to either car but some paint scrapes. What is the best thing to do call the police or handle it with phone numbers? I always heard you always call the police no matter what, or you can get a citation for not calling. What do you guys think?

The legalities depend on the area. If you are unsure, call. Call the non-emergency line, explain the situation as best as you can and they will advise you if you need to wait for an officer or just file a report within 12 to 48 hours. I haven't found any place which does not require the filing of a basic statement.
