these regulations very greatly from state to state and country... some places ut also depends on previous work/income history. some places have no penalties as long as you don't work over a given number of hours or earn know thana certain amount... others deduct from your benefits no matter what... but he'll still be getting partial benefits plus a paycheck so it should be worth it still.
