The little light, the one on the far left of dash, is the 'low coolant' in the plastic overflow bottle warning. Fill the bottle 1/2 way.
The start probplem is likely you cold start injector circuit. The sensor may be disconnected or not working. Or the injector itself may not be working. Check the TSRM fo test proceedures. http://www.cygnusx1.net/supra/library/TSRM/
